In March 2009, the Legal Services Commission issued a consultation paper on proposals for the procurement of new CDS contracts through Best Value Tendering.

We maintain that there is no economic case for BVT.

Police Station Reforms: Boundaries, Fixed Fees and New Working Arrangements: A Consultation Paper

In February 2007, the Legal Services Commission issued its paper on Police Station reforms, developing its response to the consultation “Legal Aid: A Sustainable Future” published in “Legal Aid Reform: The Way Ahead”.  The paper’s proposals included: Fixed fees for police station attendances; Proposals for redrawing of boundary areas; and Revised working arrangements for the delivery of criminal defence services.

Market Stability Measures – A Consultation Paper


In November 2006, the Legal Services Commission issued a consultation paper outlining its proposals to amend the duty solicitor arrangements from April 2007.

Legal Aid: A Market-Based Approach to Reform (the Carter Report) and the subsequent report presented to Parliament by the Lord Chancellor: A Fairer Deal for Legal Aid

In July 2006, Lord Carter released his final report into legal aid procurement, This was followed by the report presented to Parliament by the Lord Chancellor (A Fairer Deal for Legal Aid). IDL believed that these reports contained a series of recommendations which, collectively, constituted a threat to the future viability and integrity of the criminal justice system.
